Borders tell you where a sovereign nation exists.
Certain people are allowed inside those borders and others, illegals, are not. Illegals must suffer the penalties of immigration law which usually include expulsion.
The government must not exempt illegals from the law.
There is no "rule of law" when government exempts certain people from the law while penalizing others. Government applying the law arbitrarily creates a "rule of men" - despotism, instead of a "rule of law".
