As a treating physician I have dealt with hospice and admire it, its nurses and its goals. Hospice is a godsend to the dying. But the U.S. Constitution does not authorize the federal government to fund such enterprises. This is the realm of state governments if they decide to undertake the medical care of the sick and dying. I believe, though, that private enterprise and charitable organizations are far superior and more economical than any such governmental bureaucracy.
