Basic scientific research is not a function of the federal government except when performed in the performance of national defense.
From my observations of scientific and general reading we are not losing our edge.
This general cut of 4% is insufficient information to form an opinion. More specifics are needed such as: How much in the budget now? What programs are underway? Are they all related to health? Is the CDC being forced to stay in undesireable locations by politicians from those areas? Etc.
Specifics need to be known to answer this well. Just sending more money to agencies doesn't mean that more is being accomplished.
