Especially in light of recent revelations that the environmental agency throughout the nation has used outright fraudulent "information", the agency’s power should be markedly curtailed. Only when pollution crosses state boundaries (e.g. toxic smoke wafting across state lines, toxic wastes entering interstate waterways) should the federal government attempt to regulate the environment.
Since I am running for house of representatives which does not initiate nor ratify treaties, I would not have the opportunity to vote on treaties, and so I withhold comment on the Kyoto Accord.
